Putin at Agency for Strategic Initiatives: Manufacturing Has Been RESTORED in Russia

The Agency for Strategic Initiatives should actively take part in the national projects listed in the president's May Decree and reconcile its strategy with the implementation of those projects.

The Agency for Strategic Initiatives should actively take part in the national projects listed in the president's May Decree and reconcile its strategy with the implementation of those projects. That's what Vladimir Putin thinks.

Today, he convened its supervisory board to summarize the work done last year. Talking about Russia's achievements, the President mentioned a better business environment, a realization of social initiatives and the achievement of social goals, and a number of designs that were created thanks to the support of the agency. They could see many of them with their own eyes earlier this day.

My colleague Denis Davydov has the details of what they're already changing in our life.

Everyone knows that Russia is a hockey power. But fewer people know that after the collapse of the USSR, our athletes had to play with imported hockey sticks. Russian manufacture was restored three years ago.

"There are about 25 layers. It's like a layer cake. We put one layer on another and bake it".

They didn't only accept the Russian product but liked it. Professional players use Russian-made hockey sticks everywhere from Khabarovsk to Helsinki. It's used even by the top officials. The president scored goals with its help. Today, new designs were demonstrated to Vladimir Putin. The T-90, AK-47, and S-400. They're reliable and cheaper than the imported analogs. They are also being exported. By the way, the manufacturer also plans to make skis. It's a promising business backed by the Agency for Strategic Initiatives.

They support ambitious businessmen in everything from searching investors to promotion on the market. They've launched over 350 projects.

Vladimir Putin: "I can only be happy for you and wish you to have success in the future. It brings me a pleasant feeling of pride for you. It's especially important now that your work reconciles with the country development strategy, with what we call our national projects. It should be naturally reconciled with it and promote the fulfillment of the tasks set in those strategic areas. In this connection, the strategy of the agency should be closely connected with everything we plan within the national projects. Their success will depend on the active participation of the true leaders of changes".

On the initiative of the ASI, the World Skills movement was started in Russia. It supports young professionals: builders, cooks, lathe operators, tractor operators. Soon, they won't have to operate manually. In the near future, there'll be self-driving tractors. One operator will be able to control 10 tractors simultaneously. This smart system is being produced in Ryazan.

Vitaly Saveliev, design bureau representative: "Automated agricultural machinery can do work, well, not 24 hours but almost 21-22 hours a day without breaks for lunch or rest".

At the meeting, Putin demanded to pay attention to advanced projects. Best practices should and can be disseminated.

Vladimir Putin: "One thing is a good idea when it's developed somewhere. Another thing is to implement it at the national level. As a part of the national technological initiative, I think that it's necessary to launch a mechanism that allows disseminating knowledge and expertise which are necessary not only today but in the future for a decade or probably a couple of decades to come as much as possible. It's of crucial importance for the development of the digital economy and to make a breakthrough in science and technology, as well as the further dismantling of barriers for the work of researchers and developers of advanced technologies".

Regulatory acts which have been in force since the Soviet times are an example of such insurmountable barriers to know-how. They're just out of date.

I think that everyone remembers that awful feeling when they collect blood from a finger with a metallic needle. This device pierces the skin with a laser ray. They say it's absolutely painless. I'll check it myself.

- That's it?

- Yes, that's it.

- I think, even a mosquito bite is more painful.

This Russian design obtained a license. But the Sanitary Rules and Regulations adopted in the 90s prevent hospitals and clinics from starting to use it. There's a special understanding of laser and using it in those documents. The agency undertakes interaction with agencies. It'll convince them that it's time to revise the regulations.

Svetlana Chupsheva, ASI CEO: "There was a project to build the third floor when amending those Sanitary Rules and Regulations, we managed to make the two-story kindergartens, which were already working more efficiently, and solve the issue of waiting lists for kindergartens by building a third floor".

Vladimir Putin: "We should summarize and actively disseminate best practices and approaches in all of the areas we're discussing today. We have them. We only need to disseminate them. We should be persistent and introduce them to real life. To this end, we should constructively and meaningfully influence the events taking place in the regions. I'll reiterate that to this end, we should interact with the authorities of the subjects of the Russian Federation. Our common success will much depend on your well-coordinated work".

The activity of the Russian agency attracted attention at the international level as well. The UN said that the ASI's initiative to develop a volunteer movement one of the best world practices.
